The committee deals with the following to enable the Council to operate both effectively and legally:
Finance - which includes budgeting, reviewing our reserves and investments and recommending to the Parish Council how much it will need from you the council tax payer, in order to pay for the activities planned for the forthcoming year. We also review in detail all grant applications to the Council and recommends which ones it should support and those that it cannot. We monitor performance and expenditure during the year, hold the Clerk to account for all expenditure, and review and recommend the end of year accounts to the Council for formal report to the external auditors and to you, the public.
Rules and regulations - Together with end of year reports we also are required to adopt a code of conduct, have a freedom of information policy, complaints procedure and standing orders which deal with the way the Council operates and authorises expenditure. In addition to statutory matters we also deal with any legal issues.
Things we own - covers deeds and trusts, the Council office, car park and our full asset register.
People - includes ensuring the Council's obligations as an employer are properly met and ensuring that any training is provided for both staff and Councillors. Our Clerk is highly skilled and trained and with her team needs to be capable of providing us with advice and support across a vast range of public service related matters which are continually changing. Councillors need training and development to make them aware of their responsibilities and keep them updated so that they can confidently represent you and contribute to the Council's work. Changes in legislation, strategy, policy or practice from Government, County or District Council often impact on us.
Other tasks - include risk assessments, insurance, general administration.
The committee is scheduled to meet just 4 times a year.
