East Suffolk Council is the Local Planning Authority and as such decides planning applications. As the local Parish Council, Martlesham Council is a statutory consultee and is notified of all applications within the Parish, and submits its comments or objections to East Suffolk Council feeding back local knowledge eg. on design style, choice of building materials, traffic issues, and other information to try and ensure any development which does take place is best suited to our Parish. Why do we spend time and effort on Planning and Development Matters?
- The Council, taking your views into account, aims to work with East Suffolk Council to help guide local planning policy
- We raise awareness with residents and local businesses, of major planning applications and their implications for the local community
- Where appropriate, we reference the Martlesham Neighbourhood Plan and local Supplementary Planning Guidance, as both legally are an integral part of local planning policy
- Members have local knowledge and can make useful comments in terms of style, appropriate materials, traffic issues, material considerations, to try to ensure that developments are better suited to our local community
- The Council has good grass roots knowledge on what is permitted development and what isn't
- Where we can, we will pursue gross infringements of planning regulations with East Suffolk Council as the local authority with planning enforcement responsibilty.
What is a valid objection to a planning application?
We can only take into account 'material considerations' when looking at your comments. The most common of these are (although not an exhaustive list):
- Loss of light and overshadowing
- Overlooking/loss of provacy
- Visual amenity (but not loss of private view)
- Highway safety
- Adequacy of parking/turning/loading
- Traffic generation
- Noise and disturbance resulting from use
- Haxardous materials
- Smells
- Loss of trees
- Effect on the conservation area or AONB/listed building
- Layout and density
- Design,appearance, use of materials
- Landscaping
- Road access
What is a not a valid objection to a planning application?
- We cannot take into account matters which are often raised but which are not normally planning considerations:
- The perceived loss of property value
- Private disputes between neighbours
- Loss of a view
- The impact of construction works
- Restrictive covenants
- Contended legal rights eg fence lines. boundaries, rights of way
- Possibility of future problems
Highways
Martlesham Council continuously liaises with the local highway authority on matters such as road conditions and cleaning, parking, signposting etc. We successfully lobby for pedestrian crossings, invest in speed and traffic noise and pollution measuring equipment, and push at planning enquiries and in consultation responses for planners to take action relating to traffic issues on the A12 and at the retail park.
